Background:
UTM has a longstanding commitment to engaging and serving our communities. Increasing social complexity creates an imperative for the University and communities to work together and share ideas, knowledge and expertise in critical issues such as health and wellness, social justice, education, science, business, the environment and community well-being. UTM-CTC has pledged to play a vital role to engage with the industry and stakeholders as a part of collaborative engagement with communities across the country and regionally. We value and enjoy the many connections and partnerships at a local, national and international level, with each level being equally important.

UTM- Community Transformation Centre (UCTC) Program:
UCTC aims to be a key driver of the country’s sustainable growth and competitiveness through the simulation of innovations with a positive impact on society and economy. UCTC program is highly focuses on sustainable simple innovative projects which support the development, implementation, monitoring and execution of innovative policies which promoting sustainable development in the Johor region and nationally (flagship projects).

CRITERIA:
The following criteria will be used in UCTC projects appraisals. The appraisals will be viewed by our panel of community representatives, UCTC preliminary proposals will be judged based on criteria provided below:
1. Project must be conducted prioritizing the Johor state.
2. Funds allocated for each project is ranged between RM 20,000- RM 100,000.
3. Extra funds may be granted to projects depending on scope, size and impact it’s given to society.
4. The period to carry out the UCTC project is 6-8 months and must be completed within 2015.
5. A pre-proposal or concept paper should be prepared and submitted to the UTM-CTC based on preferred formation (please see the section “project proposal Format”)
6. Determine baseline that will serve as future reference for the project monitoring
7. Results of the project which include recommendation, proposed programmes and indicators should be specific, measurable, achieved, relevant to Johor Development plan and time-bound.

ELIGIBILITY OF PROJECT
The proposed projects must satisfy the following requirement:
1. Promote innovative community based initiative with clear and measurable including community empowerment and application of technology which promoting a paradigm shift toward achieving sustainable development and create positive impact to society;
2. Build local capacity to implement innovations and creates “local ownership”;
3. Encourage public-private-community in promoting sustainable development practices
4. Demonstrate potential for replication or sealing-up, and co-financing
5. Potential to advocate possible policies to the State-government

REPORTING, COMMUNICATION & MONITORING:
Successful projects will be required to provide quarterly progress report and a final report. UTM-CTC has the right to send representative for field inspections to assess the effectiveness and progress of the project. UTM-CTC also will have relevant independent reviewers to review the progress.
SUBMISSION DEADLINE:
All proposal must be submitted to the UTM-CTC either by hard copy or hand-delivered to our office. You are encouraged to send your proposal through email. All proposals should be received NO LATER THAN July 7th.

B. Selection 2: outline of the proposal project
1. Background to the project
Please describe the social/economic/environmental situation in the areas where the project is expected to be carried out, proposed of the project and elaborate how the proposed project will impact the status quo.
2. Objective of the project
Please explain the objects of the project.
3. Methodology/activities
Present a list of project activities.
4. Outcome of the project
Describe the outcome of the project
5. Key features of the project
Please elaborate on key features of the project with respect to the following aspects:
a. How innovative is the project?
b. To what extend the project will be catalyze to impact actors in society?
c. To what extend the project is sustainable?
d. How will your project impact socio-economic status of your target group?
6. Project implementation
Timeframe for the project milestone
7. Writing format
The proposal can be written either in English or Bahasa Malaysia in Time New Roman
(12) with length maximum of 5(five) pages.
